Cabinet Brief The Cabinet today met at State House Nairobi under the Chairmanship of President Mwai Kibaki and adopted the following policies and bills. 1. Prevention, detection, investigation, criminalization and punishment of organised crime through Enactment of the Prevention of Organised Crime Bill 2009. The bill will provide the means to deal with organized criminal gangs. It will criminalize the organizations, membership, financing or any other support and the benefits of proceeds from such gangs. 2. Reviewed the impact of the Road Authorities created under the Roads Act, 2007 on the local government sector. Cabinet proposed amendments to the Roads Act to enable local authorities to become agents of the Kenya Urban Roads Authority and the Kenya Rural Roads Authority. 3. The National Agricultural Sector Extension Policy. The policy embraces a pluralistic provision of extension services. It provides the institutional mechanism for overall coordination and regulation of agricultural extension services by the various providers. 4. The Integrated National Transport Policy. The policy attempts to create a comprehensive and integrated National Policy and deliberately creates a seamless connectivity between roads, railway, aviation, marine and inland water and pipeline modes of transport. This will deal with the current situation where each mode of transport creates its own policies that have often led to fragmentation in the management of the sector. 5. Cabinet also approved hosting of a Regional Conference on the Northern Transport and Trade facilitation. The meeting is a regional conference that brings together member countries and potential financiers of infrastructure projects in the region. 6. Accession to the 1968 Convention on Road Traffic. The accession has several benefits for the Kenyan people. It will raise the standards of driver-training locally to international standards. This will lead to the international recognition of Kenyan driving licenses. 7. Cabinet also approved Kenyas hosting of the 17th Edition of the African Senior Athletics Championships in April/May 2010 in Nairobi.
