Nairobi , May 07, 2009 Cabinet Media briefThe Cabinet today extensively discussed the issue of security in the country. On the agenda was the insecurity caused by Mungiki and other illegal criminal gangs in some parts of the country. The Cabinet ordered all security agencies to deal swiftly and firmly with the gangs. Meeting under the Chairmanship of President Mwai Kibaki at State House Nairobi, the cabinet also called on National and Community leaders to spearhead a public mobilization campaign against any illegal groups that have contributed to insecurity. In the meantime, youth employment programmes including Kazi Kwa Vijana government initiative are to be expanded and enlarged so that more youth are constructively engaged. Other medium and long term measures aimed at creating youth employment will also be expedited. The Cabinet also approved the Mutual Legal Assistance Bill. The bill provides a legal framework for mutual assistance in criminal matters with foreign countries and other international entities. The assistance will be in the areas of investigation, prosecution and judicial proceedings related to criminal matters to be provided within the confines of Kenya 's domestic legal framework. The bill will help the country deal with criminals who flee the country and are wanted for criminal or corruption related cases. Today's meeting also approved a district based recruitment policy of junior staff in job groups A to F to ensure that areas in the country are given an opportunity when vacancies arise in the government. However, once recruited the staff will be deployed to any part of the country. Affirmative action will also be applied in the recruitment exercise in disadvantaged areas. The Cabinet also discussed extensively the National Policy for Youth Polytechnics and Vocational training centers. It was resolved that there was need for broader consultations on the issue because of the urgent need to deal with youth unemployment and industrialization in the country. |
