media brief 1. The Judicature (Amendment) Bill 2011. The Bill proposes to increase the number of judges of the Court of Appeal from 12 to 30 and the number of judges of the High Court from 70 to 150. 2. The Fisheries Management and Development Bill 2011. The Bill provides a legal framework for the conservation, management and investment in the oceans and fisheries in line with national development policy as well as international obligations. The Bill further seeks to ensure sustainable and efficient utilization of Kenyas fishery resources for the benefit of the Republic and Local Authorities. Furthermore, the Bill establishes Kenya Fisheries Service and Kenya Fisheries Marketing Authority. The cabinet also directed that the Kenya Institute of Mass Communication be transformed into a semi-autonomous government agency. The transformation will ensure the Institute becomes a self-governing training and service delivery institution. The aim is to improve the efficiency and performance of the Institute in its operations and service delivery. The cabinet also approved the proposed privatization of the Kenya Wine Agencies. The cabinet decision authorized the ICDC to restructure the shareholding of the Agency in which 26 per cent of the shareholding will be taken by a strategic investor, 4 per cent reserved for the staff of the Agency and the rest to be available to institutional and individual investors. |
