President Kibaki assents to Bills

President Mwai Kibaki has today given assent to the following bills

1. The Finance Bill 2004
2. The Government Financial Management Bill 2004
3. The Central Bank of Kenya (Amendment) Bill 2004
4. The Standards (Amendment) Bill 2004
5. The Investment Promotion Bill 2004

The President did not assent to the following bills

1. The Wildlife (Conservation and management) (Amendment) Bill 2004,
- The President will be conveying to the Hon. Speaker, the reasons for his refusal and proposals on the way forward, bearing in mind that wildlife is a national heritage in which the people of Kenya, in their totality, should have a say and to avoid relegation of wildlife management to a few interest groups. The President has directed the relevant minister to prepare a comprehensive sessional paper and legislation through a consultative process, which will be debated by parliament.

2. The National Social Health Insurance Bill 2004,
- The President will be conveying to the speaker specific amendments, which are necessary to make the bill implementable.

3. The Banking (Amendment) Bill 2004,
- The President will be conveying to the speaker, amendments to several clauses contained in the bill, which require reconsideration to ensure stability in the financial sector.

President Mwai Kibaki has also prorogued parliament, with effect from 1st January 2005
